That would be true only if the sysop sponsoring the echomail server set
the access that way.  It is not the fault of the app if that happens,
just is it is not the fault of HTML is a sysop hosting a webpage with
fidonet echos available sets unlimited access.

Is BNL.ALGEMEEN an international echo?  It was available to anyone via
the internet until you asked the various sysops to close that access.
FN_SYSOP and FIDONEWS are both accessible via the internet, perhaps with
restricted access in the former case (but only if the sysop of the BBS
sponsoring that access has set the permissions correctly).

That is a shame.  Without users there is no need for BBSes, and then by
extension no need for echomail nor fidonet itself.
