It would be inaccurate and uninformative, which is the point of having these
specifications to begin with.  Say I am a developer, and I want to know what
these 0x8D things are that some editors are putting through people's messages. 
If the specs don't tell me, they're useless.

This is the best we can do, so long as it is obvious people are still using
soft-CRs:

So called 'soft' carriage  returns, 8DH, may mark a previous processor's
automatic line wrap, and should be ignored in English character sets.  Other
character sets may use 8DH as a printable character; it is up to the message
reader to determine the function of this character by its own means.  Beware
that they may be followed by linefeeds, or may not.

If you see things differently, go and rewrite that section of FTS1 (B.
Application Layer : the System from the User's View) as you see fit, and submit
it to the FTSC as a standalone proposal.  If what you write is different than
what we see "in the wild" it will be rejected.

If you want the messages to display properly, the computer must be made to
understand as well.

It's exactly the situation that exists now.  English messages have garbage
through them when Russians read them.  If you want to pretend 0x8D is printable
in _all_ codepages, that's your problem.

Generally speaking, the FTSC documents existing practise.  We can invent all
sorts of neat stuff and write specifications, but if nobody is doing it, it's
useless.

Plus, changes in minimum requirements require IC approval.  So pick an IC and
ask him :)
