When a RC is notified by a grunt sysop that an election is going on here,
what happens when that RC ignores the election is: nobody from that region
is represented and no one represents the region.

Other than myself, I don't see any other representation from this region
here and I notified my RC of this election at least a month before
nominations were opened.

So I think someone besides RCs and RECs should be allowed to represent
their region if they're going to ignore the FTSC.

That could work if the RC were required to vote, they're not.

An abstention is a refusal to cast a vote of Yes or No, therefore it is
not a vote for or against, just a refusal to vote.

Ummm, no. Abstention is a refusal to vote and shouldn't be counted as one.

The above vote would be 8 for and 8 against a candidate, period.

RCs and RECs shouldn't be allowed to self nominate. That may or may not
represent their region. If they're allowed to self nominate and vote for
themselves, then they should resign their RC/REC position if elected, or
not run in the first place.
