Sorry if I made it look that way; it is what I arrived at when I followed your
line of reasoning.

And how do we know that whoever presents himself as representing the vote of
the region is not one of the RCs puppets that simply casts a vote in fovour of
his master? How do we know that person exists at all for that matter? It would
not be the first example of nodelist stuffing to twart an election.

It would be nice if all RCs were to consult their constituency, but there is no
way it can be enforced or that anyone can check it it went fair and square. My
father always told me that one should not make rules that can not be enforced.

So all we can do is *encourge* RCs to consult the region before casting their
vote.

Either way, it creates new problems. Problems that are easely avoided when
those that nominate and vote do not run themselves.
