You have to differentiate two things.

On the one side, I do not want to change your status, at least not by force. So
don't worry.

But on the other side, your listing and operation is not as it should be.

As far as I have read from you, it will fit neatly. On some reason you are not
(regularly) callable, neither by POTS, ISDN nor FoIP, or are you the last? But
on the other side, you do an important job for your net, so your listing als a
node is justified. And just this situation is handled by the original PVT flag.

Still another issue are IP-only nodes or node lines. Since they don't have a
phone number that can be dialled, they require the PVT flag on formal reasons
due to restrictions of the nodelist format. Since they can be called by IP
means, they are regular nodes despite that PVT flag.
