You meant that it was GW Bush's idea to extend the start and end dates?

Although he was for that, it wasn't his idea. The Energy Policy Act
of 2005 passed the House by a 249-183 vote. It still had to pass the
Senate before it was put on GW's desk to sign. And the fact is that
DST time change isn't mandatory for any state or territory is the key to
that bill. Plus there were other factors to think of in that bill besides
DST.

But we don't live in Europe, do we...what they do in their hemisphere and
what we do in ours have always been done without worrying about what it
will do to influence the other. At least in regard to DST start and end
dates.

It actually does. You just have to look at it with an open mind.

According to the California Energy Commission, energy use and the demand
for electricity for lighting homes is directly connected to bedtime. When
people go to bed, they turn of lights, TVs and other appliances, which
account for about 25 percent of America's daily total use of electricity.

Here in Texas and along the 30th parallel, the sun doesn't set during the
summer months of DST until 9pm and if you have to get up early (give
yourself an hour to get ready and make the commute) to make it to work on
time (7am), you're in bed by 10:30-11:00 at the latest. I always stayed up
to see Leno's Tonight Show monologue (10:35-10:45) and then went to bed.

As you pointed out, farmers don't work by the clock, they work in daylight
hours when available. It doesn't matter whether the clock says 5 o'clock
or 6 o'clock when the sun rises or sets. During the winter months, cows
still need to be milked at a certain 'time' of day, pigs need to be fed
and the chickens don't care, they rise and shine with the sun and go to
their roost before it sets.
