Oh sure we have a strategy, but again, are actions have been on a
tactical level.  Small battles, raids, etc.

That sounds more believable.  And again, how are they determining who's
innocent and who's not?  Yes, I realize when you see a dead child you
can naturally assume that child was innocent, but Iraqi is filled with
so called 'innocent civilians' who are not only terrorists and insurgents
but are also part of the effort to help those same terrorists and
insurgents.

Then along comes some reporter 'on a mission', AFTER the fact, with
his/her mind already made up, making claims without a clue about what
had happened before they arrived at the scene.   And of course the
'innocent civilians' are always going to feed them an earful, and should
they see a dead child lying near by..  SHAZAM! ...they believe everything 
they have to say.  Left-witted idiots.

  Yes, but still, no real explanation on how so few soldiers can face
overwhelming odds and manage to inflict so much damage without incurring
proportionate damage to themselves.

They don't control the media.  If the gov' had control we'd hear nothing 
but 'rosey' reports about Iraq.  The reality is the bulk of reports only 
cover the bad and give very little mention about the good. Ask any soldier.
Their stories are also largely ignored.
