MvdV> Yes I know. In the US the cell phone owner pays for the "air time".
MvdV> In Europe this is different. I'd have thought this would be widely

MvdV> well, so much for assumptions of "widely known"....

As is the assumption that we pay for incoming calls. We don't, or at
least I don't, since leaving Verizon, two years ago.

As you say below, I also leave my cell phone on all the time. However,
Cingular told me to turn it off periodically. This has something to do
with cell phone software updates by the provider (I didn't inquire as to
why, what and when). So, I shut it off when the battery needs a re-charge.

If you look at my bill, Cingular in this case, there is never a charge for
incoming calls. BTW, all long distance and roaming calls are also free.
This includes roaming time in Mexico, Puerto Rico, Hawaii and Alaska. I
would assume the same, if I'm within roaming range of a US based cell,
while in Canada. Those people who live near Canada can answer that.

DS>> The person making the call does not even have any way of knowing
DS>> that the number is a cell phone. What happens over there?

MvdV> The long standing principle has always been that as it is the
MvdV> caller who is in control, it is the caller who should pay all cost.

MvdV> I understand that in the US people often switch off their cell
MvdV> phones so that they are not charged for incoming calls. Over here
MvdV> people normally leave their cell phones on all the time.

MvdV> Cell phones have distinctive numbers, so they are easily
MvdV> recognised. here (netherlands) they all start with 06. Contrary to
MvdV> geographical fixed numbers where the area code may be omitted when
MvdV> calling from within the same area, the cell phone numbers always
MvdV> have to be dialled as the full ten digit number. A call to a cell
MvdV> phone number costs five to ten times as much as calling a fixed
 MvdV> number within the country.

MvdV> The principle of "caller pays all" was abandonEd for cell phones
MvdV> roaming in another country than their own. In that case the callee
MvdV> pays for the "international" part of the call. The justification is
MvdV> that the caller has no way of knowing the callee is not within the
MvdV> confinEs of his home country. If the EU has its way, this will
MvdV> change and receiving calls will be free within the EU for EU based
MvdV> cell phones. I wish them luck..
