It isn't anything like mgetty.  It is simply a utility that configures serial
ports no matter what (modem, fax, gps, or even nothing at all).

Yes you do.  You are simply not aware that you do.

A standard PC serial connection.  There are others but that is the most common.
 Also db15 which is a standard vga connector.  Totally different and yet
somehow the same.  :-)

However if there is a utility that can establish a connection no matter what
hardware then the specfic software for that particular hardware need not worry
about it.  Right?

Beats me.  I was just citing examples of other serial hardware and why a
utility like setserial is a very good tool to have onboard no matter what.  If
nobody else uses it to fix their serial settings to get the most out of their
hardware then that is their problem.  I simply suggested he try it and see if
that would allow him to get a faster connection.

No but I could send a fax through a ppp login.  I know how.  :-)

However I doubt many here could since they cannot or refuse to do a simple
setserial commandline thingy.

Not through a ppp login unless you know how to or your isp does your dirty work
for you and then they'll probably charge you for the additional service, which
is fair.  Right?  Same could be said with VoIP.
