a message or two on the vger.kernel.org list gated to this bbs say some linux
distributions include usefully modified hotplug scripts. perhaps one or more of
these might be worth a look for examples.

maybe there are testing scripts for such things, so you can specify a number of
options with a range and value stepping for them then come back later and
compare results.
have you looked at libjasper? it's a wavelet image compression library that
works with imagemagick and can produce viewable results at much higher
compression ratios than jpeg, i've seen.
