PUBLIC INFORMATION STATEMENT
NATIONAL WEATHER SERVICE LITTLE ROCK AR
1053 AM CST MON MAR 20 2006
...SIGNIFICANT SPRING SYSTEM BRINGS HEAVY RAIN TO AREAS OF
ARKANSAS...
A LARGE LOW PRESSURE SYSTEM IN THE UPPER LEVELS OF THE ATMOSPHERE
MOVED INTO THE SOUTHWEST UNITED STATES OVER THE WEEKEND. AT THE
SURFACE...A HIGH PRESSURE SYSTEM MOVED INTO THE CENTRAL UNITED
STATES...JUST TO THE NORTH AND EAST OF ARKANSAS. CLOCKWISE AIRFLOW
AROUND THE HIGH PRESSURE SYSTEM BROUGHT PERSISTENT COOL EASTERLY
WINDS TO ARKANSAS. WHILE THE HIGH PRESSURE SYSTEM AT THE SURFACE
KEPT COOL AIR LOCKED IN...THE LOW PRESSURE SYSTEM ALOFT AND TO THE
SOUTHWEST BROUGHT SOUTHEASTERLY WINDS OVER THE MID-SOUTH...WHICH
PUSHED WARM AND HUMID AIR UP AND OVER THE COOL AIR AT THE SURFACE.
THIS LARGE SCALE LIFT RESULTED IN WIDESPREAD PRECIPITATION ACROSS
THE CENTRAL UNITED STATES. OVERALL...THE STORM SYSTEM BROUGHT SEVERE
WEATHER IN THE FORM OF LARGE HAIL TO TEXAS...HEAVY RAINFALL TO THE
DROUGHT-STRICKEN AREAS OF NORTHEAST TEXAS...SOUTHEAST OKLAHOMA...AND
SOUTHWEST ARKANSAS...AND ONE TO TWO FEET OF SNOW TO EASTERN AREAS OF
NEBRASKA.
AS MENTIONED...HEAVY RAIN FELL OVER SOUTHWEST ARKANSAS THROUGH THE
WEEKEND. THIS AREA HAS BEEN EXPERIENCING DROUGHT CONDITIONS SINCE
MARCH OF 2005. TWELVE MONTH RAINFALL DEFICITS HAD BEEN OVER 12
INCHES LEADING UP TO THIS EVENT. THROUGH THE WEEKEND...THE AREA OF
WORST DROUGHT RECEIVED THREE TO SIX INCHES OF RAIN. AS THE RAINFALL
WAS SLOW AND STEADY...SPREAD OVER THREE DAYS...RIVER LEVELS AND
GROUND WATER LEVELS SHOULD SHOW GOOD IMPROVEMENTS.
DROUGHT CONDITIONS WILL NOT BE COMPLETELY ALLEVIATED THOUGH...AS
SIGNIFICANT LONG TERM DEFICITS WILL REMAIN. IN ADDITION...THE
OFFICIAL CLIMATE OUTLOOK FROM THE NOAA CLIMATE PREDICTION CENTER...
VALID FOR APRIL THROUGH MAY...CALLS FOR AN INCREASED CHANCE FOR
BELOW NORMAL PRECIPITATION. NOW THAT SIGNIFICANT RAIN HAS FALLEN
ACROSS THE REGION...IT IS IMPORTANT THAT RAIN CONTINUES ON A REGULAR
BASIS FOR DROUGHT CONDITIONS TO COMPLETELY END.
BELOW ARE THREE DAY RAINFALL TOTALS...MARCH 18TH THROUGH MARCH 20TH
...FOR STATIONS ACROSS ARKANSAS. NOTABLE DATA ARE INCLUDED TO THE
SIDE.
