That depends on what you have in a firewall on your side. You can open a
different port that he can get to from his side and redirect that port to your
BBS's telnet port. 

You can also enable sshd inside OS2 and if the client had a real ssh client you
can setup an ssh tunnel and say that port 23 on the client is directed to port
23 on your server but everything is encrypted and tunneled through ssh between
your systems. 

Not sure what rtelnet is other than possibly the same telnet protocol but on a
different port (107). You can try to have your system listen for telnet on port
107 and see if the otherside can telnet to 107 on your system and make the
connection.
