We had people who had problems with VBR files, so for assured playback
everywhere, we settled on CBR at max bitrate.  We upload them to a special web
area, and then send the links to the files to radio stations to download and
play.  I'd prefer to send them a CD, and let them encode at whatever rate they
want to use.  I'd rather to that, than have them transcode.
