If you even bothered to read what you quoted, which you may have done =
but ignored in order to continue your lying, you would have noticed the = tool
is called "Time Zone Data Update Tool for Microsoft Office = Outlook". Note
that it is not a change to Outlook or even an update for = or to Outlook but a
tool for users of Outlook to make changes to their = data that is incorrect
because of the time zone change.

I don't disagree with that. It is more semantics than anything else,
e.g., how can you apply an update - via a patch.
But I'm still wondering why Microsoft is recommending updating =
Outlook,
i.e., why it doesn't just get its time zone info from the OS?
