It's mostly startup. I say that coz once you get into the app then....it's down
to the app itself. e.g. you're comments about the new delphi ide. as a counter
example, try jedit & compare with say notetab or another text editor.

But by writing to windows, you are dealing with a vm...it's why so many games
used to be dos based rather than windows & why most games on games consoles do
everything themselves. It's only once the machine gets powerfull enough that
the user stops caring that you get the use of an underlying OS/VM.
