This is beaurocratic echelon.....

In essence the pocess works like this....

If the US were to try & impose this on US people there would be an outcry much
as if it was spying on it's populace but.....if it pushes for it in some
international org who decisions are binding on it...then...it's not pushing it
the international org is....

Just as if UK/Canadian/Ozzie etc intel was to "receive info" about some US
citizen who posed a threat to a near & dear ally then gosh we'd just have to
help that ally against said threat even where such threat was a US person in
the US.

& then once collected it would be our duty to pass such info onto the US
authorities.

i.e. get round pesky domestic stuff by "internationalizing the problem".

"However, privacy and security experts maintain that, much like other wireless
technologies, the specified distance at which devices can communicate with the
chip could be greatly increased by specialized antennas using more power. In a
demonstration using a chip similar to the one specified by current documents,
Barry Steinhardt, director of the technology and liberty program at the
American Civil Liberties Union, showed that the passport could be read at a
distance of a couple feet. He maintained that readers that could grab the
information at greater distances, such as 30 feet, would be possible.

"Whether or not the Department of Homeland Security buys a reader that can read
a passport at 10 centimeters or, like mine, at three or four feet, much more
powerful antennas and much more powerful equipment are out there," he said.

The concerns come as the United States is leading the charge to move to
machine-readable passports, requiring the nearly 30 countries with which the
United States maintains a visa waiver agreement to also adopt similar
technologies. Privacy experts worry that the move to a radio-frequency
identification (RFID) chip will erode civil liberties."

Give the intel tech boys the job....

Again coz it's not the US peopel...oh no....but bcause it would be an
"international standard" all sorts of non US people would ned tracking via this
& then once the tech exists....golly gosh....look at the advantages to the
police n being able to find out who & where everyone is in a given area..

I mean the tech wasn't invented for the police but now it exists....

"Details of an ID card Gateway Review, published on the Office of Government
Commerce (OGC) website as a result of a Freedom of Information Act request last
month, reveals that the wider "public service" use of the ID card database has
been an objective of Government for two years. The OGC Review, dated June 2003,
states that the ID Card database "could provide a more efficient basis for
administering public services by avoiding the need for people to provide the
same personal information time and again to a range of public services".

The OGC Review continues:

     "There would also be savings for service providers as there would
be a single definitive source of information about people's identity and
possibly a unique personal number for everyone registered on the system".

The OGC Review thus confirms that the ID card database is likely to develop
into a reference point database for all the important public services used by
the Card holder, and for certain private sector services where there is a
requirement to check identity."


"Finally, OUT-LAW can resolve one ambiguity over the fingerprinting of passport
applicants. Recent press reports have give the impression that that only those
applying for passports for the first time will be fingerprinted. A spokesperson
for the Labour Party has confirmed that "If you decide to apply for a new
passport you will get a new ID card". This means that any applicant for a
passport will be fingerprinted, not only for the purposes of the new passport,
but for the ID card and the related database entry."

This is how it will be introduced in the US too.

First as a rfid passport & then as a rfid "internal passport".

By that time the cops will have "wide area" scanners.

& it will be way too late to do anything about it.

One sucker here one sucker there & suddenly you can't escape the starfish.
