I suspect they're not counting on it much either, they didn't get that much an
upgrade push with XP either from what I've seen, people don't upgrade. (only us
geeks do...)

It's pretty obvious to me that they are concerned with both.  Sometimes their
judgment isn't so good about what should take precedent, but they are moving
closer to the right direction than before. (with regards to the user side)

I don't like any DRM at all so they can take that and shove it, but they aren't
the only ones pushing it, talk to the MPAA and the RIAA, they're the ones
behind that push.
