Of course they couldn't. We insisted on unconditional surrender and Japan
wanted conditions. There was also even after the second bomb was dropped an
attempted coup by some of the Japanese military leaders. They didn't want to
surrender. They somehow thought they could turn the tide of the war and win.

Exactly. There was even more brutality that hasn't been reported much. Even at
this late date.
