Not true.  The federal government could not order the local national 
guard into New Orleans.  The 24 hours lost due to rioting was solely on 
the governor's plate.  The federal government did bring back some of the 
units in Iraq, which is a wise thing to do but the governor had plenty 
of guard units at her disposal.
