No, they would employ US citizens like the British company that they are
buying does.

They are buying the century+ old British company that has been managing our
East Coast ports for decades. They aren't about to totally restructure the
way things are being done and bring in their own people. Dubai Ports World
has been successfully managing ports all over the world without any
problems.
