I am aware of that, but this house of cards you are putting together to justify
this as some violation of the accords is bogus.

The guy has impressive credentials.
I remember the guy after I read your litany of his jobs, etc.
I have read some of his work years ago after seeing him as one of the many
"experts" trotted out just after 9/11.
He has a fundamental flaw in his thinking about terrorism and as a result, he
got bit along with all the others when 9/11 came.
Johnson views terrorism as a purely tactical problem, not a strategic one, thus
his criticism for Israel's use of massive force.
Its true that much of terrorism had been dealt with with CTUs like the SAS,
GSG-9, etc in the past during the 70s and 80s and that they were mostly
controlled and sponsored by the USSR.
With the end of the cold war, Johnson's reasoning failed to change. He even
viewed state sponsored terrorism (the USSR) as not a strategic threat. It was
not under the USSR.
However with Libya, Iran and Syria, terrorism became means to strategic ends.
Especially with the advent of more powerful and simple-to-use weapon systems
that began to come online in the 80s and 90s with potential for more damage and
images being able to manipulate the media and governments. It became strategic.
With militaries unable to stand up to Western powers, terrorism became standard
policy.
Johnson wrote an article in 2001, Larry C. Johnson, "The Declining Terrorist
Threat," New York Times.
"They seem to believe that terrorism is the greatest threat to the United
States and that it is becoming more widespread and lethal. They are likely to
think that the United States is the most popular target of terrorists. And they
almost certainly have the impression that extremist Islamic groups cause most
terrorism. None of these beliefs are based in fact."
A few months later we get hit with 9/11. Any attack that kills so many people
is not a tactical one, nor is a terrorist using or seeking WMD, a tactical
threat.
Johnson stands by his article even today stating he never said we should ignore
terrorism. He even mentioned in years past that OBL and Al Qaeda were the
premier threats in terrorism.
His major flaw is not dismissing terrorism, but diminishing it to something a
state should not have to worry about too much. Its a tactical thing. Send a
squad of the SAS in to root the roaches out and be done with it.
Its that kind of thinking that allowed terrorism to recover after the 70s and
we, the US made terrorism just a law enforcement issue to be dealt with.
Al Qeda grew because few took it seriously as any kind of a threat.
Hezbollah and Hamas are controlled by Iran and Syria. They use them as
instruments of policy. Not as small time harassment.
Terrorists hide and work among and behind innocent people.
Those innocents will die.
The terrorists bank on it, either by their hand or their enemey's hand.
When you come up with a plan to only kill terrorists, get back to me.
We will bring it before the world and rightfully so be considered heroes.
