Hello, All.
Gary has updated the echo rules (see rule 15 at the end of the post). I'm
posting them in here now and they will be posted at regular intervals as
always.

POLITICS ECHO RULES
Version 3.1 November 12, 2006
The purpose of the Politics echo (area fix: POLITICS) is to
provide an open forum for the discussion of issues, situations,
scenarios, people, places and things that have had or do impact
the political scene around the world.
This is a forum devoted to free speech(in the confines of its stated
topic with some general non-topical conversation allowed) and as such
if you see something that offends you, please scroll right on by it.
While spirited debate is encouraged, this is not an open invitation to
endless personal attacks and insults on the users of this echo.
Messages meeting these descriptions are verboten:
1) Clearly illegal content. Examples include, but are not limited to, LD
codes, pirating software, and such as well as threats against users
of this echo in the form of bodily injury or harassment outside of
this echo.
2) Deliberate attempts to "trash" or "rule" the echo. The Moderator
will protect the continuity and integrity of the echo.
3) Blatant advertising, be it for products, services, BBSs, etc.
Exceptions may be made for the announcement of conferences which
serve a similar purpose to this one. The Moderator will decide what
is "similar".
The Moderator will be for the most part, laissez fare in his handling of
the echo unless users become "excessively annoying" at which point
they will be dealt with accordingly. He will post his own opinions
and debate/discuss openly and freely. With the exception of Moderator
decisions, feel free to beat up on him as normal. Moderator decisions can
be discussed on a "limited" basis out in the open on the echo- the
Moderator will decide what is "limited". Once a ruling has been made and
its finality announced, any further attempts at debate, discussion or
derision in the echo will be dealt with harshly. Further, more in depth
discussion can be had via Email or Snailmail.
When you post something here, realize that more often than not,
someone will take exception to it. Some subjects provoke almost
violent reactions at times, and you should not be surprised to
receive an occasional fierce and temperamental reply. Such things are
inevitable in a forum like this.
Policies of the echo:

(1)Quoting: Simply required. Deliberate misquoting or
unnecessary over quoting - for instance, recycling a lengthy post
just to add a line or two - is not permissible, and flagrant
violations are cause for suspension or banning.
(2)Handles or aliases: Not allowed here. Post with your REAL name. If I
suspect otherwise you will be banned after a warning.
(3)Posting: Small cross-posts are allowed, if you have something
large you want to post, ask the Moderator first. There is no limit on
how many posts you can make in one day. Up to 5 articles per day can
be posted, but only if they attempt to start a new message thread or
add to an existing one. Articles are from newspapers, magazines,
columns,wire services, web pages, etc. If all you are going to do is
post articles and not engage in discourse, we don't want you here.
(4)Complaints: Should be sent in Email: glbras@infionline.net
(5)Graphics(and other clutter): Discouraged, but not considered
off-topic if they are part of an otherwise legitimate message.
(6)Message Encryption: Messages will not be encoded.
(7)Personal attacks: Discouraged, but probably unavoidable to some
extent. Users who engage in such should not be surprised if they
are ganged up on or have to endure that which they dish out. The
Moderator is very patient, however, even he has a limit. Endless
flame-fests will be ended.
Try to attack the post, not poster- an artful flame. Descriptive tags
such as "leftie", "right-winger", etc is not a flame. Be an adult.
Use of the term "Liar" is not a flame, however the accused can
demand a "put-up-or-shut up from the accuser." PUOSU can only be
demanded for lying accusations for a period of one month from the
initial accusation. DO NOT OVERUSE THIS OR THE MODERATOR MAY TREAT
SUCH PEOPLE AS EXCESSIVELY ANNOYING.
Attacks on poster's private lives(sexual references, wives, mothers,
health, jobs etc.) are not allowed, period.
(8)Penalties for infractions: Handled on an individual basis. GENERALLY
a warning will be issued on a first occurrence of a particular
infraction, a two week suspension on the second, a month on the third
and permanent banning on the last.
Chronic abusers of the same rule over time will be suspended on their
next and every infraction. They know better. Continued abuse will
result in a PERMANENT ban.
(9)Profanity/Swearing: Please try to control yourself. When possible
avoid it, when not possible try to replace letters with asterisks
judiciously. Occasional slips are expected. Don't make it a career,
it could get
you suspended or banned.
(10)Leave the moderating to the moderator. What this means is you come
to the the moderator with a problem in private, not take it on your
own to
bring it to the attention of a perceived violator.
Realize that the lack of immediate response does not mean the
Moderator is ignoring you or agreeing with the violation, but simply
means he is
not able to respond at that moment. Weekends will almost always mean
longer response time than normal.
(11)The spelling and grammar of posters is considered permanently off
topic.
(12)There are certain topics that are not allowed in the echo and are as
follows:
People suspended or banned from the echo are off topic if in a
negative fashion they are discussed.
The HOLYSMOKE echo is off topic unless for invitation purposes only.
No threads, feuds or actions there or dealing with other echos will
be discussed in this echo. An immediate suspension for one month
will result from this if violated. The next violation will be
PERMANENT ban.
Religion will not be discussed except that which has a direct
bearing on politics. Ask the moderator for what is on topic or not
if there are doubts.
(13)People using Twit Filters will not be allowed to comment on people
they keep in their filter.
(14)Wheat-to-Chaff Ratio rule. What this means is off topic posts such
as, policing the echo, posting messages and articles without
engaging in debate as well as generalized insults and attacks as
opposed to on topic messages will be grounds for penalties up to and
including permanent ban.
Comments about what people post with little to no substance from the
poster will be classified as chaff as well.
The Moderator will make the decisions for this ratio. Obviously what
I define as chaff may differ than what you do. Sorry, my decision is
it.
This will not apply to those engaging in a little harmless off topic
babble, but don't misuse this exception to blast someone or their
echo presence.
(15)Altering Posts. Except for quoting or trimming down of message size,
no form of post altering is allowed. This includes the subject line, body
of text and tagline.
