Its too late for that.  What makes you think the drug dealers are going to
suddenly take a cut in their profits?  There is already so much cocaine coming
in that the street price is at rock bottom.  And, the government sure as hell
isn't going to start selling it at cost - they never do anything without making
a profit.  All you're doing by legalizing is changing who the dealer is.  The
same people who did the burglaries and muggings to get money to buy the dope
will still do that, and the drug lords will just come up with some drug that
the gov't doesn't handle to retain their clientele.

That's because there is no real downside consequence wise.  You don't have a
drug problem - either user or dealer - in those countries that are hard core
muslim.  Drug dealers are executed in Saudi Arabia.  Users get their hands cut
off, etc.  Death is the ultimate deterent.  We're too far down the path of
rehabilitating those people instead of preventing it from ever starting.  The
only way to stop it now is derail the train, and kill the survivors.
