From the comments I've heard private citizens who own that land make on the
news, I'll bet most of them would donate that chunk along the border for the
purpose.  They're on the front line and desperate for a solution.

Actually, it would no burden on you at all.  If the guy didn't have a valid ID,
you can't hire him.  No ID (and they can be made to be counterfeit proof), no
work, no problem for you making a mistake.
