You saying they're too stupid to know how to figure out how to eat military
combat rations?  A five year old child could figure it out. But, most of what
they are getting is rice and other staples that they know what to do with, so
your little story is nothing but smoke and eyewash.

You want to know if they know best what they need?  Obviously they don't, or
they wouldn't need help from everybody else in the world.  You improve your lot
in life, and you improve the ability of your country to do the necessary things
when you have a vested interest in making things better.  Most of those people
have no vested interest in anything but bare subsistance.
