Because of the polar swings in the political attitudes of
the people.  IF the current political bosses suck then let's go for the
opposite, to the other end of the swing of the
pendulum.  Back and forth we go, allowing those who would
take power to manipulate and then prove that they're no
better than those they replaced.

IN the case of the French revolution the adventures of
aggression against neighbors was an attempt to distract the
good folks that brought 'em to power.  After all, conditions were no better for
them after they violently "threw the bums out" and finished their bloody purge.
 The new bosses still
had dreams of empire in the new world.

The bulk of the heart of the U.s. was purchased from the
French because they knew they couldn't hold the teritory,
and skirmishes in europe were escalating and there was no
money to train and arm the needed troops.  IF you recall
your history, at first the french were loath to sell it to
the United STates, or even to allow access to the mouth of
the MIssissippi for boats from the interior of the
continent.  AT first it wasn't negotiations about a
purchase, but negotiations regarding access to a viable
trade route.

AT first Franklin and others thought it wouldn't be a
difficult negotiating session with the French at all for
this trade route access, but then everything changed.

sO we've had our peaceful "revolution" here in the good ol'
U.S.A. now.  THE democrats control both houses of congress
and the executive branch.  tHe third leg of the tripod which holds the thing
up, the supreme court is still dominated by
conservative republicans however.  But, give it four years;
eight years, however long, and the pendulum will swing back. CIvil liberties
will still be eroding and nothing much will
have changed, despite all the big noise made by the winners
in 2008.
