How is this tax passed onto the consumer, is it itemized as a separate tax on
their receipt? Does the cashier bag your items first and key in the number of
bags they used?

All stores have a cost structure in order to do business, the cost of the bags
they use, maintaining shopping carts, utility costs, payroll, rent, business
taxes etc, they normally build all that into the retail prices of their
merchandise.

I would be curious to find out the political makeup of these state legislatures
and governor, Democrat perhaps?

I think states that tax the shit out of tobacco to offset health costs are
fiscally stupid, if the tax forces people to quit or get their tobacco
elsewhere, then what they budgetted for the health programs suffer.

If they were to budget the extra revenue to pay on state debt, that would be
another thing that could have a friendlier side affect on the states health
care budgets.

A tax I would favor is one on CD/DVD media, maybe like 2cent per disk on CD and
5cent per disk on DVD. Canada and the EU do this, part of the generated revenue
goes back to the entertainment industry in return for that industry not going
after the citizens for using such media to copy music or movies.

Sound radical? Not really for a 100 pack spindle, its only and extra $2 to $5.

Where I work, I sell these and trust me the majority of what I sell is to
bootleggers and where I live the majority of them are blacks..

Most admit to me thats what they buy them for, one sells each disk, which a
movie on it, for $5 a pop..

Its not hard to spot a bootlegger, they buy 2 or more spindles at a time, and I
see the same person 2 or more times each week.

We also specialize in computer optimizations and virus removal, the majority of
my black customers are the ones infected with trojans or rogue security
applications, nearly everyone had:

* Bear Share
* Limewire
* Bit Torrent

Helper magnets for the malware.

A tax on this media would help keep the entertainment industry off of us and
the DRM shit to a minimum.
