Most states will only let you either Shut In or Temporarily Abandon 
a well for a limited period of time (in KS it was 90 days for both 
SI & TA), then you must either resume production or P&A (plug and abandon).

Each state has regulations as to what must be done to plug a well 
but the operator will always pull the pump, rods, tubing and 
removable packers, if any, before doing so.
