It's really not the gvt school system.  It's the public school 
system.  Yes, there is a difference.  Schools such as those in 
Communist Russia were government schools.

There is appears to be no way of knowing just what curriculum is 
being used in a homeschooling environment.

The primary problem is that the teacher needs to keep up with 
every subject that is tought.  Lower levels that are primarily 
rote learning, such as the basic Three R's are one thing.  Higher 
levels, starting it what is now called middle school, is in 
a more dynamic situation.

Passing tests, especially multiple guess tests, can be taught.  But, 
that is no guage as to what is actually to be learned.  I know 
kids that can solve an algebraic problem presented them.  However, 
they cannot construct the necessary equation from a word problem.  
Conversely, I've seen some that solve a word problem yet they 
never learned algebra.

Yes, there is.  

Simply throwing money at it is not the answer.  The real solution 
is to use the money wisely.  One is reducing administrative 
overhead.  Another is to attract and keep good teachers and keep 
them teaching.
