YOu've got part of the equation.  THE quote from MR. Franklin is quite apt,
I've been using it in this context since the 1980's.

THe real problem is that people are more than willing to give up their freedoms
without even thinking about it if they're promised better security, whether
physical, economic, etc. Instead of thinkin in terms of better neighborhood
vigilance to watch the activities going on close to home they're growing
accustomed to thinking that big brother will look out for their security at
work and play. They've grown accustomed to thinking that their local government
should give a tax break to their employer to keep the factory in town. THe
schools should undertake the total education of their offspring leaving them
more time to make a dollar.

PEople forget that their economic and physical security begins with themselves.
Be vigilant, be aware. THe reason we managed as well as we did with those
patients at that hospital during Katrina was preparation.  eVen with that
preparation, we had other folks telling us how things were *not* going to work,
and therefore thanks to our good very large brother our supply truck was
hijacked, by the very feds that were supposed to be working a plan with us.

NOw, you can't totally blame the feds on this one.  All levels of government
are supposed to play hurricane drill together, but oops, no money.  yEt there
was money to play homeland security terror alert that summer.  < go figure>.
Had we all played hurricane drill instead the proverbial right hand would have
known what the left was doing.

GIving up your freedom looks so easy.  JUst let
somebody else take care of your security concerns and everything's going to be
just great.  AT least, that's the way it's sold to you. THere's billions to be
made in the support of the police state.  Just have a look at all the folks
doing business in China for surveillance equipment. Oppression is big bucks for
the folks supplying the tools.

I remember this argument going on in the audio production newsgroup on usenet. 
A guy who was one of the head audio dudes at Fox news was telling us how all
this patriot act stuff was just grand and glorious.  I asked him if he was part
of NEighborhood watch, got some glib bull about a blind cop. I asked him if he
observed the goings-on in his neighborhood and was prepared to report that
which didn't fit the pattern. Along with that, I asked if he was aware who was
shut in nearby and might need assistance to get to necessities of life should
the infrastructure crumble.

It all fits together, but it takes thinking, it takes planning, and it takes
effort. Effort is what the modern American citizen doesn't want to have to put
in.  THrow somebody some money, let them take care of it.
