 Absolutely true. And it is counter survival, which means, to
 those of us who believe in evolutionary morality, it is wrong.

 Which is why we have welfare. Create enough jobs for the more
 trainable, and the less trainable will be more in demand for
 those jobs, which means paid better.

 The availability of a job with a decent pay check would be.
 Remember, the "Great Society" was jobs based, not welfare based.
 Go back to that and there is the motivation.
