Why not?  Many if not most of the various localities in the country have
enacted the National Electric Code into their local laws.

Not having the technical knowledge certainly hasn't stopped them from enacting
legislation on various subjects; and if they'd work a five day week and quit
junketing, campaigning and fund-raising all over the planet they'd *have* the
time.

Sad.  And of course the contractor cannot be held liable for the death.
That contractor's executives should be in jail.
