Who just happened to be the commanding general of the US 6th Army,
headquartered
at the Presidio in San Francisco and in charge of army units and bases in the
continental
US west of (at least) the Rocky Mountains.

The only Japanese spy ring worthy of the name was run out of the Japanese
consulate in Hawaii.  It consisted of about a half dozen people, not all of
whom were Japanese and AFAIK none of whom were Hawaiian.  See David Kahn's
"The Codebreakers."

Note that Japanese living in Hawaii were not put in concentration camps - and
that
Hawaii fell under the purview of CincPAC (Husband E. Kimmel, later Chester W.
Nimitz),
not 6th Army.
