 No, it wasn't.

 Your system has the poor paying nothing. So why do you ask the
 question?

 Very few. Most welfare recipients got off welfare within a few
 years, before welfare reform. The relatively few left have
 little influence on what money goes where. It's us decent
 working people who vote for the social safety net.
