 And the answer is, they should pay as they benefit. They benefit
 more, they pay more.

 No, it wasn't.

 Your system has the poor paying nothing. So why do you ask the
 question?

 Very few. Most welfare recipients got off welfare within a few
 years, before welfare reform. The relatively few left have
 little influence on what money goes where. It's us decent
 working people who vote for the social safety net.
