I would just look at newegg.com and see their pricing, for windows can go
with ATI, or nVidia based cards.. nvidia would be around a 7300, for ati,
can get a 9600, or x1600 or so for the $50 mark.. which is just an arbitrary
price point...  If you plan on linux, go nVidia...

Yeah, Dell isn't such a "deal" for the (no windows) series... they get
some steep discounts from MS on volume, along with the kickbacks for all
the crap they pre-install for you.  Though, the PSU's are barely rated to
handle the load, IE adding more than one component will cause problems...

Also, they use really crappy on-board video in the low end machines, and
some don't even have a graphics card slot for expansion.. those that do, often 
don't meet the power requirements... you can't upgrade the motherboard, 
without upgrading the PSU anyways... since even though the connector for the 
psu to the motherboard is standard, the pin layout is different, meaning if 
you use a non-dell motherboard or PSU you will likely fry something in the 
process.

They aren't too bad as a throw-away, but honestly, I would recommend an 
eMachine from walmart over a low end dell... it's usually comparable 
components, and service, and at least walmart has a pretty liberal return 
policy, and a local presence in a lot of places...
