Groan-- I don't think even MS counted early versions of Windows as 'operating
systems' (i.e. 'os')... it was often referred to as an 'operating environment'
at the time.

In the early-1990s, an ongoing (and frustrating) semantics-debate (mostly in
the WINDOWS) Fido Echo was whether Windows (mostly Win 3.1 then) was an
operating system or not. Jerry Schwartz, moderator of WINDOWS had a canned
answer that's perhaps worth repeating:

"Below are some words of wisdom from Jerry Schwartz, moderator of the 
companion WINDOWS echo area. They are equally applicable here:

SPECIFIC ANSWERS TO SPECIFIC QUESTIONS:

1.      Windows is not an operating system unless you believe it
is one, in which case it IS an operating system.  Case closed, no
appeals.  

2a.     If you believe that Windows runs on top of DOS, raise
your hand.  Okay, now put it down.

 b.     If you believe that Windows runs under DOS, raise your
hand.  Okay, now put it down.

 c.     If you believe that Windows runs a DOS emulator, raise your
hand.  Okay, now put it down.

 d.     If you believe that Windows runs some DOS code,

 e.     If you believe that Windows runs DOS first, and then

the question "Which is faster?":
