No bet.  I know it's done and I've seen it.  I've also had difficulties 
with contractors under my supervision while doing field work.  
Contractors for the most part are reliable and well briefed on the rules 
and regulations but there's always a few who are either ill informed or 
don't care.

Years ago personal data such as phone numbers, SSANs, birth dates, etc 
were not considered sensitive.  But with identity theft running rampant, 
any kind of personal data can be misused by unsavory individuals.
