 Not necessarily.  FWIW, cloning a boot drive over the network usually
 implies that the drive is dismounted, i.e., that the system is booted
 from a source other than the boot drive.

 This is to assure that one doesn't encounter problems with access to
 files that are in use.  Since your machine can't boot from the CD
 drive, that limits you to booting from the floppy (basically only
 DOS) and software (with network support) that will fit on floppies.

 I am aware that GHOST will create boot floppies that work over the
 network, but I don't know if you have anything like that.

 A different approach would be to remove your drive and place it
 in an external USB enclosure.  You could then connect the drive
 directly to the XP box.  Subsequently, you would have an external
 drive to use as you wish.

 I think you would also find that your DOS/Win3.1 virtual machine
 gives you numerous capabilities (such as running Win3.1 apps from
 the XP box) that you wouldn't have simply networking DOS/Win3.1.

 Ultimately though, it's your choice.
