I think there are lots of factors that may effect the Download Speed
that you may have available?
1.) time of Day
2.) Connection Service to the Internet: Cable, DSL, Satelite, Dialup, etc.

Just now, 8:15 AM Monday from San Marcos, on Austin, TX TimeWarner Road Runner
Cable Modem, on my HP 3 Mhz Pentium IV, with Windows XP Home,
I just ran "MySpeed PC" from VisualRoute (www.myspeed.com)
testing a tipical Download from the VisualRoute Server in California..

DL= 6.91 Mbps
UL= 300  Kbps
Round Trip Time is 68 ms

6.91 Mbps eaquates to the following:
1   MB download in 2 sec.
10  MB download in 12 csecond
100 MB download in 2 Minutes
a CD   download in 13 Minutes
a DVD  download in 1.5 Hours

So the available Bandwidth and Download speed is relative
to the time of day, the Traffic load of your ISP provider
Your Connection to the Internet thru your ISP
and whether your ISP has Troatled back the available Bandwidth to you..
