Nope, it's not normal for any router.

My Linux laptop does something similar with a D-Link wireless router. I
note in the status bar at the bottom of Firefox that it's looking up the
address for the specific site. Give it enough time (30 seconds or so)
and it will find it. I have tried rebooting the router (through the web
interface to the router) which seems to help but then it takes ~90
seconds for the reboot so I've actually lost time. I also note that the
wired desktop as well as my wife's wireless laptop, both on XP, don't
exhibit this behavior. There's no newer firmware for the router - have
you checked yours?

You can get an idea by using ping, nslookup and tracert.exe (traceroute
to the rest of the world). Use ping to see if the router responds (i.e.
ping 192.168.1.1 or whatever your router's internal IP address is).

If so, try something easy to type such as "nslookup www.google.com"
which should give you one or more IP addresses (nslookup, or nameserver
lookup, resolves DNS information to convert a name to an address. If
this fails, that's your problem - DNS queries aren't being serviced
properly. My D-Link router defaults to using itself as the DNS server
for machines set up using DHCP - I changed that in the router setup menu
to use the actual ISP DNS servers (your router may not have this
option). Here's a sample output:

nslookup www.google.com
Server: 24.92.226.9
Address: 24.92.226.9#53

Non-authoritative answer:
www.google.com canonical name = www.l.google.com.
Name: www.l.google.com
Address: 216.239.37.99
Name: www.l.google.com
Address: 216.239.37.104

Finally, using tracert will show you the progression of the connection,
hop by hop. Here's a sample output:

tracert www.google.com
traceroute to www.google.com (216.239.37.99), 30 hops max, 40 byte packets

With a little imagination you can guess at the names and figure out the
geographical location of many routers. If there's a series of "splats"
(* * *), that means something isn't responding and may be the source of
your trouble - the connection isn't making it all the way through.

"Winmodem", as in many functions are in software, not hardware. Needs a
driver that an external modem wouldn't require.
