I have the XP recovery console installed on my hard drive, but I've never
needed it for anything personally.  The only time I've ever used it to fix
another machine that didn't involve completely screwed up boot capability in
the first place was when I had to manually restore a Restore Point by copying
the appropriate backup files into place, since Microsoft's idea of System
Restore apparently requires the machine to actually boot into the OS to use it
effectively.

XP's recovery capability was fairly limited anyway, so there's not a lot they
could do to Vista's to make it worse.  Without having used it myself, I would
assume at least that it's been improved.  As for XP, sometimes it takes a Linux
livecd to do the job.

Unless Vista's console is running a true session of Windows at just a console
level without a GUI, then I doubt it'll allow commands to be added.  That was
the XP console downside, since it was apparently just a proprietary shell with
all its commands built into it.  It would be pretty neat to have the actual OS
kernel and basic core services running minus the GUI though, and be able to run
any standard win32 console app.

You can do a lot to an NTFS volume via Linux that the security measures in
Windows would normally disallow.  The reverse is also true, using an EXT2/3
driver to mount a Linux volume in Windows bypasses all user restrictions.
Physical access to a machine pretty much throws a cog in most security methods.
 Especially when it's so easy to stick a LiveCD into a machine these days to
boot a different OS from.
 
Something interesting to note is that a new method has popped up which people
can use to circumvent anything from login passwords, to encrypted volume
passwords (TrueCrypt, BitLocker, FileVault, etc), even security keys from HD
media. The technique is probably going to be a tough one to prevent, since it
involves actually killing the machine while it's running, and rebooting really
quick to a different OS and capturing the contents of all the memory.  They say
it keeps its contents I believe up to 10 seconds of the machine being powered
off.  If you introduce low temperature, it can hold the contents upwards to a
minute I think they said.  This affected software they tried on all the three
major operating systems.
