It does sound like a canned reply. My son had (but no longer has) a
similar-sounding 'ghost icon' on his system; when I looked into it (as best as
one can look at a ghost) it appeared to be a 'feature', not a 'bug' (or a
virus) of some piece of software he'd installed, popping up options when the
mouse hovered over it, without messing up the desktop appearance.

It's not there now, so I can't really comment in any detail about-- and I no
longer remember what program had installed it.
