As Jeff mentioned, you can certainly use Linux to format/delete the partition,
if that is what you wish.  There's no need to download GPARTED either, which I
would discourage using, as the GUI assumes that you are cognizant of issues
which you may not know, such as the disk geometry.

PARTED, which is the CLI form of the tool, is already included with most
distros (you may have to run it as root).  It will begin by reporting the
interpreted disk geometry and allowing you to address any actual discrepancies
before continuing.

Additionally, Linux's FDISK is notoriously problematic.  CFDISK is a much
better choice.

Lastly, you're correct that you don't have the NTFSLIB suite.  It's readily
available online, but don't assume that it does everything that the OS specific
tools do.

So why use Linux at all?

If you have a NTFS partition which you wish to "resurrect" by repairing the
MFT, you should be able to use the XP installation CD to run the recovery
console.  You can run CHKDSK /p and fix the MFT.  You can run DISKPART to
delete the partition, create another, etc., and you can address problems with
the boot area, as well.

And, if that isn't enough, the UBCD4WIN, which you can build and burn yourself,
can give you even more options.
