Nope, no need to format but it's possible you have too old a copy of 
Gparted to handle a Vista partition (I actually have no idea if there's 
an issue or not).  I'd download the latest version for a first attempt.

Also, it may be your procedure.  First, reduce the size of the second 
partition by changing the BEGINNING location, not the end.  Generally, 
the space for a partition must be contiguous so free space at the end of 
a drive can't be used by the first partition unless it's the only 
partition present.  (There are ways to use concatenation but that's not 
what we're doing here.)  Now, select the first partition and expand the 
end to use the free space now available between the two partitions.  It 
should be that simple as long as it's not a Vista-specific issue.
