Nope.
tar merely bundles files ot compressing them.
gzip, bzip2 and xz compress the tarred files.

I made an example of a pdf coming in at 1.3 Meg with the tar at 180k and the 
bz2 at 160k 
That's darned little compression because it is already quite efficiently
compact.

As alan pointed out when one adds jpegs or gifs to the mix things bulk
up however never to the pointof a pdf in my experience.

Then too I get to exercise control over that myself.
From an html I can save the image separately should I
desire that.

PDF limits my options or is just plain more work
and still it's a larger file.

Blame the jpeg or gif not the html, the same picture rendered in a pdf
file would have been larger still.

I can go big to if I like wget -l 10 www.msnbc.com will attempt to download
10 subdirectories deep into that domains files, but then my hard drive
would fill up before that ever finished ;-)

It's a matter of the greater choices I'm allowed with my preferred O.S. 
The only way I'd ever need Windows is if I played games.

I have come to realise I need to accomadate myself to Windows for upcoming
future
projects thus my interest and queries in this echo.
