I did not say "delivered correctly", I said MUST be del;delivered.

Tis time to go to the Post Master General - not just the local
PostMaster. Do not stop at the lower echelons - go to  the top.
Maybe your congressman?

By US Federal law, all mail must be delivered when possible.
Yours is certainly possible.
