 I agree with you.  What's more, Microsoft dosn't care about it anyway.
 Why, you ask?  Because the more OEM copies they sell (with mice,
 LAN cards, cables, etc.), the more money they make.  The practical
 difference in the OEM and retail versions, is that the OEM doesn't
 include tech support, which is really pretty much limited, any way.

 So if they sell five OEM copies, instead of one retail version, they
 have made a significant profit, basically by refusing to enforce
 their own EULA.
