I agree with the Registry Cleaners being almost worthles..

I've tried 6 different Reg-Cleaner programs on WinNT and WinXP
and for the most part, the best one only removed about 5%
of the Clutter..

It sounds like:

1.) a background Spyware eating at your CPU cycles
2.) running too many Programs at the same time?
3.) Microsoft "Find Fast" is turned on by Default
    and will eat up a lot of CPU cycles in the background
    to turn it off.. check your Startup folder..
    or go to Start/Settings/Control panel and click
    on STARTUP and uncheck the Find Fast Icon
