why would you not just prosecute the camera(phone) operators as an 
accessory?  

sure, it may be difficult to get a conviction, but the mere process of 
going through the trial and the fear of a potential conviction might be 
just enough to scare away much of this. the kids who do this usually get 
a camera/phone person to go along with it under the "you'll just be 
filming, you won't get in trouble, we're taking the risk, come on, do it 
for us."  once the first kid with a camera goes down as an accessory, 
the whole game changes. (most likely, one of the assaulters would end up 
holding the cam while the others assault, and then switch off.)

also, what defines "filming violence?"   what if "Pierre" and "Jean 
Paul" are filming their savate practice so they can review their 
performance to improve?

what if a fan is filming a soccer game, and a riot breaks out? 

how does this effect security camera footage? 

the overbroadness of the law seems to me to be a case of certain gov't 
officials seeing an opening they can use to write a new law that will 
have much wider ranging effects than those who want the original 
activity stopped anticipated. 

...chris, when cameras are outlawed, only outlaws will have cameras.
