The first season was marked by serious problems with the writers.
Don't know the details, but D C Fontana and someone else left. A
facility I worked for at the time was bidding on the EFX and a friend
who went out there to talk to them told me that Roddenberry was
already incapacitated. And I've read that a lot of the show was
developed by associates from Rodenbery's plans for Star Trek: Phase II
But what Rodenberry did do, I gather, was to keep the show on track,
to keep it true to the spirit and concept of the original.

I have the opposite impression, that it was Berman's departure from
Rodenberry's vision that gave us (with the DS 9 exception you
mentioned) the hackneyed, repetitive, and shallow follow-ons. The
first season failed I think because Rodenberry could no longer do his
job; after Rodenberry was gone, Berman turned the show into teevee.
